THE YARE AND BURE ONE DESIGN CLASS

MINUTES OF CLASS AGM NOVEMBER 12th 2010 held at Norfolk Broads Yacht Club,

 

1. Apologies for absence:

The Class Secretary sent her apologies due to illness.  Geoff Evans, as acting Secretary, read the names of 24 members who had sent their apologies.

2. Minutes of Meeting held October 22nd, 2008:

These were agreed and signed as a true record.

3. Matters Arising:

None.

4. Captain's Report: 

First, I must apologise to those clubs we haven't visited, with our boat, this season.  It seems to have been a bit of a non-season for us, with one or two weekends blown out, stupidly going away on holiday during May and a harvest which seemed to go on forever.

However, we finished our season on a high at the EACC Open at Thurne mouth on what must have been one of the best weekends of the year.  It was a shame there were only six of us but apart from spending most of the time looking at Patrick Richardson's transom we all had a lot of fun and close sailing in near perfect conditions.

This season has seen the re-launch of a rebuilt No. 3 and the launching of Nos. 131, 132 and 133 plus another boat ordered and2 the possibility of a second new order.  This would suggest that the Class is going in the right direction and reinforces the suggestion that we have one of the more successful traditional One Design Classes.

Everyone will be aware of the recent changes at Broom's Boats. The Class is indebted to Martin and Jennifer for storing the original Ernest Woods patterns and strong-back at their yard, for many years and making them available on request.  Without their generosity it is possible that these patterns might have been lost.                                                                                                                                                                      

During the year we have had the original patterns copied, so we now have a set of working copies and can keep the originals for reference if necessary.  We have been given a branding iron by Global Signs (who sponsored the centenary plaques) which we will use to permanently mark the patterns, so that there is no confusion in future.  There have been the odd non-Y&B patterns floating about in the system.  All the patterns and the new moulds will be stored in the new storage facility at NBYC.

The storage container at NBYC belongs to the club, but has been in effect purchased by the Class, by paying 10 year's rent up-front from the mould fund.  The first 30 feet will be our store and the balance for use of the club for long-term ‘inert' storage.  Again the Class is indebted to Colin Facey for his help for both storing and transporting the new moulds, as well as letting us use his facilities to mould the earlier hulls and copy the patterns.

When I originally agreed to become Class Captain, I had anticipated a relatively easy ride!  I thought that Peter Hawes had seen us through the Centenary celebrations, so what was the Committee going to do other than a couple of meetings plus the AGM and the odd social.  How wrong can you be!  I note from my first Committee minutes in 1992 that Class rules and specifications were discussed, so no change in eighteen years! As you will see from your AGM information the Committee has spent quite a lot of time revisiting the rules and specifications and is asking you to support the amendments proposed which are as a result of anomalies that have arisen since we rewrote them in light of the new moulds etc.  I would like to thank Simon Whipp who has kindly spent a lot of time trying to put into a proper wording, the Committee's proposals.

At the last AGM we were asked to look into the weights of the wooden boats.  This triggered a lot of debate in the Committee, with the result that we decided to weigh a number of boats ‘as sailed'.  We managed to weigh seven including two fibreglass boats, so only five wooden boats so far.  It is not quite as easy an operation as it sounds.  Firstly we need your permission to touch your boats before we can even start.  We then need a gang of people to uncover, ‘clean out', and move the boats.  The crane needs to be available for however long it takes.  We have to check that the boats have all the required ‘bits' such as shelves and locker covers, and borrow from other boats if necessary, to standardise the weights and then reverse the process.  This is assuming that the ‘as sailed' configuration is the correct one to use.  If we think that the configuration should be as per the fibreglass boats pre-rigging, then we are going to need the help of each individual owner to get Her or His boat weighed in cooperation with a Scrutineer.  Currently we do not have nearly enough information to put a proposal of any sort.

If it is of any value, I weighed Silver Blue 54 (with the Class load-cell) when she came out of the water on Tuesday 12th Oct both ‘as sailed' 666kg. and de-rigged as per the fibreglass boats 581kg.  These are unverified weights.  The ‘as sailed' weight is in line with the lightest boats we weighed at NBYC.  These figures do not mean a lot on their own, but MIGHT give an idea of the sorts of weights we are looking at.

I hope that as many of you as possible will support the AGM, the ‘Call My Quaff' and  buffet supper, which is in place of the Annual Dinner.

5. Accounts

David Talbot, in presenting the accounts, said that they did not include £920 of royalties from the purchase of new sails, collected by Jeckells, or the outstanding cost of £2000 for the storage container now situated at NBYC.  All in all the combined accounts showed a balance of £8000

6. Amendments to Class Rules.

The Class Captain spoke to the proposed changes to the Class Rules, which had been circulated with the agenda.  He explained that the changes had been proposed by the Class Committee in the light of experience gain from the building of the new boats over several years.  The changes were intended to maintain the strict one design principle, and at the same time ensure that the constructed weight of the hull and deck was more closely specified.  This would minimise the need for correctors to be fitted.  It was also proposed that the position for fixing correcting weights be altered, and that owners of boats which are fitted with correctors, could apply for reweighing of their boat and the re-siting of the weights.  However, the rule was not to be a retrospective obligation.  Any changes would be subject to official scrutineering.  Simon Whipp, who had drafted the rule changes, explained the rationale for the proposals.

Anthony Landamore, felt that Rule 2.1 was somewhat ambiguous, and an amendment to clarify the number that shall make up the Class Committee was tabled.

The amended rules were accepted nem con, and are as shown below.

RULES CHANGES

 

‘Complete Hull'

 

Means a complete YBOD with all mandatory fittings and equipment except for the mast, gaff, boom standing and running rigging and sails

 

"Moulding Weight"

 

Means the weight (rounded down to the nearest kilogramme) of the hull and deck moulding immediately after they have been removed from the mould(s) including the

o    sailing beam integral to deck moulding

o    moulded in floors in way of the keel bolts

o    moulded GRP bulkhead

o    moulded in fixings for the forward bulkhead, tabernacle block, tabernacle bulkhead, hanging knees, seats and shelf, aft bulkhead.

 

2.1          The control and management of the class shall be vested in a committee of not more than eight (8) including the Officers (all of whom except the Class Secretary must be owners of a YBOD).  

 

2.2                The Committee including the Officers shall (subject to Rule 2.7) be elected annually by show of hands at a general meeting of YBOD owners to be convened by the Committee and held between 1st October and 31st November in each calendar year on not less than 14 days written notice to all owners.  Owners seeking election to the Committee shall be nominated by the Committee or (if not nominated by the Committee) shall give the Class Secretary written notice of their intention to seek election on or before the 14th of September in the relevant year.

 

2.3                The AGM shall (subject to Rule 2.7) elect annually by a show of hands:

 

  • a Sail Measurer
  • up to 4 Scrutineers
  • an Official Sailmaker

3.2                The Approved Builder is responsible for ensuring any boat complies with these Rules in all respects and shall supply the Class Secretary with:

 

  • a written builders declaration stating that it complies with all relevant Rules, and
  • evidence in writing that the weight of the ballast keel conforms with paragraph 3 of Appendix C, and
  • evidence in writing of the weight (rounded down to the nearest kilogramme) of the Complete Hull, and
  • in the case of a GRP boat evidence in writing of the Moulding Weight

 

and in all cases the weights required by this rule shall be taken using a load cell approved by the Scrutineers

3.3                The Approved Builder is responsible for ensuring that a boat in build is inspected by a Scrutineer at the following stages of construction:

 

  • With a GRP YBOD the Approved Builder shall arrange for a Scrutineer to witness both the weighing exercises referred to in Rule 3.3 and inspect the boat in build at the same time

 

  • With a wooden YBOD the Approved Builder shall arrange for a Scrutineer to inspect the boat in build:

 

(a)                when the hull has been planked and before any part of the deck is fitted, and

 

(b)                 immediately after the deck and coamings have been fitted.

 

  • With a wooden YBOD an Approved Builder shall arrange for a Scrutineer to witness the boat being weighed when the Complete Hull is weighed to provide the evidence of weight required by Rule 3.3

 

  • With both wooden and GRP YBOD's the Approved Builder shall arrange for a Scrutineer to:

 

                (a)           inspect the keel when it has been fabricated but before the sections have                              been bolted together and it has been fitted to the hull, and

 

                (b)           witness the ballast keel being weighed to provide the evidence of weight                                                required by Rule 3.3

           

4.11        A Scrutineer may at his discretion or at the direction of the Committee require any YBOD to be inspected and/or measured and/or weighed to ascertain whether it is in compliance with these Rules.   If a YBOD (whether new or not, but subject to Rule 4.17) is found to have a Complete Hull weight not more than 15kg below that specified in Rule 4.13 or 4.16 and the Committee has in its sole and unfettered discretion given its prior written consent then it may be brought within the Rules by permanently fastening lead corrector weights in 2 locations on the centre line of the boat:

 

o    50% of the required weight immediately aft of the rudder post , and

 

o    50% of the required weight in the forepeak, abutting the forward face of the fixed bulkhead 

 

and such YBOD shall only remain in class whilst such corrector weights remain permanently affixed in such locations and for the avoidance of doubt corrector weights must not be installed (whether permanently or temporarily) in any other location in the YBOD.

 

Part 4:    GRP YBOD's

 

4.15        A GRP YBOD shall be built strictly in accordance with Appendix E and shall only be laid up by the moulder approved pursuant to a request under Rule 3.2 using the hull and deck moulds owned by the class.

 

4.16.1     The Moulding Weight of a GRP YBOD shall be 250kg (with a tolerance of +/- 5kg) provided always that this Rule 4.16.1 will not apply to a YBOD built before 30th September 2010.

 

4.16.2     The Complete Hull weight of a GRP YBOD shall not be less than 600 kg provided always that (unless Rule 4.17 is applied) this Rule 4.16.2 will not apply to a YBOD built before 31st December 2003.

4.17        A GRP YBOD built before 30th September 2010 which has corrector weights in locations other than those stipulated in Rule 4.11 may (subject to subsequent scrutineering and provided the resulting weight of the Complete Hull is then not less than 600kg) but is not required to, relocate its corrector weights so as to comply with Rule 4.11.

 

4.18        GRP YBOD's may use epoxy to seal the external surfaces of the keel.
